Willem Holst is a stadwatch guard in Ketterdam. He loves to gamble, and has a dark secret that he would do almost anything to keep hidden.

Biography

Along with Bert Van Daal, Holst had been bribed by Geels so that they would oversee the Black Tips' negotiation with the Dregs and fire on the members of the latter when asked. However, Kaz Brekker also found Holst and blackmailed him into doing his own bidding.

The two stadwatch guards patrol the rooftop of the Exchange during the meeting, with Holst on the west side. When ordered to fire on Kaz, Holst shoots Big Bolliger instead, leaving Geels panicking once he realizes that Kaz had gotten to Holst. Desperate, Geels yells at Holst to shoot Kaz in the head, but Holst remains silent, knowing that his secret would be shared if he did so.
