Yevgeni Lantsov was one of the Lantsov kings of Ravka. He allowed the Darkling to create the Second Army.

Biography

For the entirety of Yevgeni's reign, Ravka was at war with Shu Han. With his forces stretched thin, the Darkling, going by the name Leonid, went to the capital and offered his power as a Shadow Summoner to the king. The king and his court were frightened, but Yevgeni told the Darkling to go to the southern border and use his power against the Shu. When the Ravkan army was victorious, Yevgeni offered the Darkling gold. The Darkling requested a different reward: let him offer sanctuary in the capital to the Grisha living in hiding across Ravka, and build an army for the king. Yevgeni agreed.
